We had a black tie dinner organised in the Golden Jubilee boat. The food was good, but the service wasn't particularly friendly. The boat was very cold, and when we arrived 15 minutes before schedule to the dock they had to keep the doors open as its apparently a legal requirement. This meant our last 15 minutes, the farewell speeches and wrapping up, was even colder, and people were already wearing their coats and gloves at a black tie dinner.

The waiters only cared about getting it all over with as fast as possible, so overall not a place I'd recommend for a black tie dinner.
